Open the Administration Console

Click on Procedures --> New Procedure.

A new procedure will be created to contain the Activities that you will drag from the Toolbox on your left.

Add one or more activities to the workflow dragging them from the Toolbox palette in the order you want they will be executed

Last step to the creation of a Procedure is to assign a name and a category to it.
The procedure just created can be assigned to a Task of the catalog or to an Event of a form.
To make the changes available to end-users you have to commit the changes.
